Les blogs vont plus loin que les medias traditionnels pour rapprocher les points de vue

Paris – Le traitement médiatique des évènements majeurs des deux dernières décennies laisse à désirer. Après les attaques du 11 septembre 2001, la libre expression a très souvent laissé place à des débats rigides, créant ainsi un environnement propice à la montée en puissance des blogs.

La proéminence d’un discours opposant “Bien” et “Mal”, “Nous” et “Eux”, ainsi que la théorie du “choc des civilisations” popularisée par Samuel Huntington, expert politique, et qui prétend que l’Islam et l’Occident sont voués au conflit, sont autant de facteurs qui ont restreint les points de vue couverts par les médias traditionnels. Plus encore, faisant face à de strictes restrictions financières, les médias se trouvent de plus en plus à la merci de cercles restreints.

En réaction à cette situation, le monde a connu une prolifération sans précédent des blogs et des réseaux sociaux en ligne, en concomitance avec l’émergence de nouvelles technologies. C’est alors qu’un nouveau média dit “citoyen” a vu le jour. Il est annonciateur d’un changement de paradigme dans la façon dont l’information est reçue et les opinions exprimées.

Les blogs en particulier ont permis à un nombre exponentiellement croissant d’internautes, de cultures et de géographies différentes de prendre part à une entente interculturelle, transnationale, et de découvrir que nous ne sommes pas si différents que ça.

Un exemple surprenant a eu lieu à Londres, en été 2005. Cela se passe quelques jours après les attaques suicide ayant frappé le cœur de la capitale britannique. La victime, un Pakistanais de 48 ans, venait d’arriver à Londres pour visiter sa famille. Il était sorti acheter des cigarettes quand il fut poursuivit par une bande de jeunes, le harcelant, lui lançant des injures racistes, avant de l’attaquer et de le lyncher à mort.

Sur les plateaux de télévision, sur les ondes de la radio ou sur les pages des journaux le ton était celui des stéréotypes et des accusations. On analysait les motifs de ce meurtre en mettant en avant le “climat de revanche” qui régnait dans le pays. D’une part, il y avait ceux qui faisaient porter le blâme aux enseignements de l’Islam et considéraient que la communauté musulmane était largement responsable des attentats suicide et donc du climat de peur et de méfiance qui a entraîné la mort de Raza. D’autre part, il y avait ceux qui accusaient les sociétés occidentales de racisme, leur reprochant de ne pas avoir su intégrer les minorités musulmanes.

Le débat polarisé qui s’ensuivit laissait peu de place aux voix dites modérées, qui cherchaient désespérément des points d’accord entre les deux points de vue.

Dans ce contexte, les blogs offraient une alternative inespérée. Au-delà du fait qu’ils devenaient une source d’informations, les blogs sont devenus des plateformes pour tous les points de vue. En commentant les articles et les publications et en communiquant entre eux, les bloggeurs ont pu se découvrir un terrain commun. Ils ont pu, par exemple, convenir que le terrorisme, par essence, allait à l’encontre de tout enseignement religieux, y compris celui de l’Islam. Durant les jours qui ont suivi l’assassinat de Raza, les blogs se sont transformés en une plateforme de débat passionné comme on en voit rarement dans les médias traditionnels.

L’excellent « Lenin’s Tomb » constitue un parfait exemple. Dans ce blog à tendance gauchiste, laïcs et croyants échangent leurs points de vue par le biais de commentaires et de publications. Grâce aux blogs et aux réseaux sociaux émergeants, les citoyens ont eu l’occasion d’échanger leurs opinions et de discuter de sujets aussi épineux que l’Islamophobie. Il est vrai que les échanges ont commencé par être agressifs mais ceci n’a pas empêché l’émergence d’un dialogue qui a naturellement abouti à la découverte d’un terrain commun.

La nature même de la blogosphère a permis aux musulmans (mais aussi aux non-musulmans), de Grande Bretagne ou d’ailleurs, de défier les accusations péjoratives et d’inscrire les attaques de Londres ainsi que le meurtre de Raza dans un contexte plus large.

Des bloggeurs de Grande Bretagne et de toute l’Europe ont organisé des événements pour discuter de vive voix de racisme, d’intégration et de religion. Mais aussi, des bloggeurs du monde entier ont rejoint des agoras virtuelles et des endroits de rencontre pour aborder ces questions avec plus de profondeur. L’activité positive des associations de lutte contre le racisme est apparue au grand jour. A titre d’exemple, l’association Islamophobia Watch, fondée au début de l’année 2005 a joui d’une grande popularité après les attaques de Londres, notamment grâce à son influence grandissante auprès des internautes.

D’aucun diront que la calomnie, la haine et l’ignorance existent sur Internet, Mais si les voix extrémistes sont en effet largement représentées sur le réseau, elles ne le sont plus seules. Des personnes ayant des points de vue alternatifs, souvent visant à promouvoir l’entente et le respect mutuel, ont désormais le droit de faire parvenir leur voix.

L’Internet, les blogs et les réseaux sociaux ont permis à des hommes et des femmes, de toutes croyances, de toutes convictions politiques et de toutes cultures de parler de leurs vies, de leurs chagrins, de leurs joies… de leurs vérités. Par rapport aux relations Islam-Occident, l’Internet constitue désormais un outil d’éveil inégalé. Un instrument qui permet aux voix des quatre coins du monde de se faire entendre, qui rapproche les divergences et qui clarifie les malentendus. Désormais nous sommes conscients que nous ne sommes pas aussi différents qu’on a voulu nous faire croire.

The Gaza Flotilla and the Maritime Blockade of Gaza
Legal Background – 31 May 2010
1. A maritime blockade is in effect off the coast of Gaza. Such blockade has been
imposed, as Israel is currently in a state of armed conflict with the Hamas regime
that controls Gaza, which has repeatedly bombed civilian targets in Israel with
weapons that have been smuggled into Gaza via the sea.
2. Maritime blockades are a legitimate and recognized measure under international
law that may be implemented as part of an armed conflict at sea.
3. A blockade may be imposed at sea, including in international waters, so long as it
does not bar access to the ports and coasts of neutral States.
4. The naval manuals of several western countries, including the US and England
recognize the maritime blockade as an effective naval measure and set forth the
various criteria that make a blockade valid, including the requirement of give due
notice of the existence of the blockade.
5. In this vein, it should be noted that Israel publicized the existence of the blockade and
the precise coordinates of such by means of the accepted international professional
maritime channels. Israel also provided appropriate notification to the affected
governments and to the organizers of the Gaza protest flotilla. Moreover, in real
time, the ships participating in the protest flotilla were warned repeatedly that a
maritime blockade is in effect.
6. Here, it should be noted that under customary law, knowledge of the blockade may be
presumed once a blockade has been declared and appropriate notification has
been granted, as above.
7. Under international maritime law, when a maritime blockade is in effect, no
boats can enter the blockaded area. That includes both civilian and enemy
vessels.
8. A State may take action to enforce a blockade. Any vessel that violates or attempts to
violate a maritime blockade may be captured or even attacked under international
law. The US Commander’s Handbook on the Law of Naval Operations sets forth that
a vessel is considered to be in attempt to breach a blockade from the time the
vessel leaves its port with the intention of evading the blockade.
9. Here we should note that the protesters indicated their clear intention to violate the
blockade by means of written and oral statements. Moreover, the route of these

vessels indicated their clear intention to violate the blockade in violation of
international law.
10. Given the protesters explicit intention to violate the naval blockade, Israel
exercised its right under international law to enforce the blockade. It should be
noted that prior to undertaking enforcement measures, explicit warnings
were relayed directly to the captains of the vessels, expressing Israel’s intent to
exercise its right to enforce the blockade.
11. Israel had attempted to take control of the vessels participating in the flotilla by
peaceful means and in an orderly fashion in order to enforce the blockade. Given
the large number of vessels participating in the flotilla, an operational decision was
made to undertake measures to enforce the blockade a certain distance from the area
of the blockade.

Israeli personnel attempting to enforce the blockade were met with violence by the
protesters and acted in self defense to fend off such attacks
.

1. The State of Israel expresses its sorrow for the casulaties, but places full responsibility on
the organizers and the participants who initiated the violence.
2. Prior to this, the State of Israel had offered the organizers the option of docking at Ashdod
port and transfer the humanitarian aid to Gaza overland, but this offer was rejected.
3. The activists on one of the six boats had intentionally planned a violent response to the IDF
Navy interception, including a gunfire attack as well as other weapons, knives, etc., which
placed them in a life-threatening situation.
4. The Gaza Strip is not threatened by starvation or a humanitarian crisis. It is controlled by
Hamas, a terrorist organization which is actively stockpiling arms and rockets for the purpose
of targeting Israeli citizens, as in the past, and is holding an Israeli solider hostage in
contravention of international covenants. Israel therefore reserves its natural right to check all
cargo inbound for Gaza.
5. The flotilla was a deliberate ploy and act of political provocation designed to attract media
attention on the part of anti-Israeli elements and the IHH which is a violent and extremist
organization that supports terror organizations under the cover of humanitarian activity.
6. Israel reiterates its desire and readiness for peace with all who interested in making peace.

He is also only survivor of the 3 “Nobel Price for Peace” awarded also to Yasser Arafat and Yitzhak Rabin, for their contributions to the Oslo negotiations.

It is the first time in the history of Israel that we, the Israelis, cannot understand the motives or the purposes of the ones who are shooting at us. It is the most unreasonable war, done by the most unreasonable warriors.

The story is simple. Israel has left Gaza completely, out of our own free will, at a high cost. In Gaza there is no single Israeli civilian or soldier. They were evacuated from Gaza, our settlements, which called for a very expensive cost. We had to mobilize 45,000 policemen to take out our settlers from there. We spent $2.5 billion. The passages were open. Money was sent to Gaza. We suggested aid in many ways – economically, medically, and otherwise. We were very careful not to make the lives of the civilian people in Gaza difficult. Still I have not heard until now a single person who could explain to us reasonably: why are they firing rockets against Israel? What are the reasons? What is the purpose?

And I must say also that the phenomenon about Israel is the restraint of the army and the unity of the people. The army waited and waited; the Palestinians asked for a ceasefire, and we agreed. They themselves have violated the ceasefire. Again, we didnt know why, until it came to a point where we were left without a choice but to bring an end to it. The operation was planned carefully and the army was true to its principles: namely, to be precise in its targets and careful not to hit civilian life. There is a problem because many of the bombs were stored in private houses. We have contacted the owners of the houses, the people that dwell there, and told them leave it. You cant live with bombs. We have to bring an end to the source of the bombs.

Israel doesnt have any ambition in Gaza. We left out of our free choice. We have never gone back to the idea of returning to Gaza. Its over. But we cannot permit that Gaza will become a permanent base of threatening and even killing children and innocent people in Israel for God knows why. I feel that in our hearts, we dont have any hatred for the Gazan people. Their suffering doesnt carry any joy in our hearts. On the contrary, we feel that the better they will have it, better neighbors we shall have. Now that Hamas is turning to the Arab world for help, the truth is that the Arab world has to turn to Hamas for the help of Hamas. If Hamas will stop it, there is no need for any help. Everything can come again to normalcy. Passages: open; economic life: free; no Israeli intervention; no Israeli participation in any of the turnarounds in Gaza.

As a nation, we feel united. As a nation, there is wholehearted support for the army, the way they handled it, their restraint, their discrimination, and their responsibility. The great winner can be reason, and reason will lead to peace. We are very serious, in a serious mood. Many of our children are still in the shelters, and we would like them, like the children of Gaza, to breathe fresh air again. This is the story, and whoever asks us to stop shooting – they have to change the address. Let them turn to Hamas and ask them to stop shooting, and there won’t be shooting.

Je ne peux pas passer cette journée sans la marquer. Une journée remplie de la noirceur de ces hommes de sang qui imposent leurs lois sur leurs femmes et veulent la repandre dans le monde . Et soudain , en voyant la photo d’Ehud Goldvasser et Eldad Regev, j’ai compris que que ce sont leurs visages qui illumineront cette journée et balayeront l’horreur des inhumains.
